MAIN PRINCIPLES

Integrity and joint informational space 

Integrity is the realization of an overall bank automation in joint software system. The 3CR (the System) unifies an overall corpus of services and functions, needed for purposed, various, and modern support of retail and corporate banking under its aegis. By doing this the System creates a joint informational space to establish client servicing for a selected group of services significantly accelerating corresponding business processes and making possible the goal of saving bank resources, spent for their realization.  

The main idea of this principle is the easiness of building up totally new bank products by integrating them into joint universal system for bank servicing. Resilience and customizability of the 3CR allows of fast and comfortable inclusion of new products to already stable servicing scheme. 

Object-oriented approach

 

The 3CR is an object-oriented system. The main system objects are as follows:

  • Customers – natural and juridical persons;
  • Agreements;
  • Template products;
  • Bank’s departments;
  • Bank’s employees (operators) and work places;
  • Accounts;
  • External systems.

The main object, defining the procedure and conditions of client servicing, is the template product. By the template we mean a formal description of the signing agreement, which is fixed as a sample, being the base for the certain agreements.

The template product is defined by its individual properties and parameters, describing client servicing in a framework of the certain product category, as well as by the common parameters applicable for every product category.

The ‘Constructor’ concept and workflow of bank documents

 

The ‘Constructor’ concept

Constructorconcept is probably the biggest advantage of the 3CR complex, allowing of a resilient configuration of almost all of its components by taking in account the certain features of technologies, being used by the Bank. The present concept provides wide opportunities for building up the workflow of bank documents and maintaining the resilience of analytical accounting.

 

Operations and operation stages

All operators’ actions in the 3CR system are accomplished through the operational mechanism. Each operation contains a set of operational stages. The content of stages, their number and consequence are defined individually in each certain bank. Besides that, the System records operator’s permissions for accomplishment of every stage in existence.

 

All operations in the System can be executed either in relation to the certainagreement (individual operations) or for a selected group of agreements (group operations). Selection criteria are defined by the operator of the 3CR.

 

ADCS

The 3CR provides full analytical business accounting of retail and corporate bank operations. Each operation is linked to the accounting documentation creation scheme (ADCS). In the ADCS an algorithm of documentation formation against different analytical flags (currency, agreement type, bank department, operation sum etc.) is defined.

 

Analytical and synthetic accounting

For each object, one wants to be affected by the business accounting, the necessary sets of analytical accounts are opened in the System. Depending on the pre-set configuration those accounts can be created automatically when an agreement is registered or when the operation, affecting those accounts, is executing. For example, with the corresponding configuration in effect, credit indebtedness account, bind to the certain card agreement can be created only the moment, when such indebtedness occurs. If indebtedness hasn’t occurred, such an account would never be created.

There are two possible cards of accounts, realized in the System. One corresponds to the balance accounting model, regulated directly by the Central Bank of Russia (CBR), while the second is created for the object accounting model, related to the System and its objects (departments, natural person agreements etc.). Both cards of accounts are created in compliance with the CBR regulations.

The possibility also exists to create so-called ‘technological’ accounts, which can help the Bank to resolve various analytical problems without filling the balance sheet. For example, the System can control the origins of money funds, appearing on Customer’s account, by extensive use of ‘technological’ accounts.

The System can generate postings itself in two different ways: over accomplished operations, or by loading data from external systems with its further processing, according to the chosen accounting model.

Scalability and availability

 

Full-time availability

One of the main concepts, built into the System, is the 24 hours a day and 7 days a week mode of functioning. Particularly, all group procedures affecting a number of agreements (agreement prolongation, interest payments etc.) can be executed automatically while the System is working in minimal-load regime (foe example, at night). In order to make such a property available, an option exists to label each operation with the scheduled execution flag. As a result this operation will be executed even if there are no operators to load it manually. 

Multi-branch structure

The 3CR can be used:

  • To support single-divisional bank with the joint balance sheet;
  • To support multi-branch bank, which offices have their separated balance sheets.

Assuming that the System provides a full-fledged support of the multi-branch bank with arbitrary intrinsic structure, it’s possible to establish a separated accounting for each office (and its department) and the following data export to the core system of each office. 

Interaction with external systems


The System provides a wide spectrum of possible interactions via both file exchange and online ‘real-time’ exchange, including the web-interface, allowing of a steady and consequent interaction with the enterprise service base (ESB) systems. The choice between two methods can be done in accordance with the certain integration project properties. Having installed the System in a great deal of banks through numerous integration projects, our company has developed well-established interactions with the following systems: BankXXI, T24, FlexCUBE, Diasoft 5NT, Diasoft 4x4, RS-Bank, IBSO, Next (Quorum), New Athens, Gefest, BankSoft and others. 

The 3CR can be used simultaneously with other bank services and systems both as the main or supportive, depending of the bank preferred functionality. 

Accountability and reporting

 

Reporting system

The 3CR provides a unique opportunity to construct any necessary reports with the help of the Crystal Reports builder. In a framework of basic deployment the full list of reports and registered forms for both intrinsic control and export to Russian authorities (and external data storages) is realized:

  • Obligatory registered forms, defined by the CBR regulations for the export to:
    • The CBR;
    • The Federal Financial Monitoring Service;
    • The Deposit Insurance Agency;
    • The Russian Federal Tax Service.
  • Obligatory registered forms, not defined by the CBR regulations:
    • Operational reports;
    • Internal bank reports;
    • Reports at the end of the operational day;
    • Other reports, concerning operations over natural persons;
    • Other reports, concerning credit operations over natural persons;
    • Reports over credit backlog statuses;
    • Tax accounts.

A whole set of additional reports and various fill-in forms can be registered, configured, and printed with the help of the System.

 

Additional reporting information

A number of reports can be registered preliminarily and included to the standard deployment set by employees of the Company and on demand of the Bank. That includes not only registered forms and business reports but also the System status and technical data, performance statistics and service management reports.

Security

 

Shady and illegal operations monitoring

The System supports a full-fledged functionality for shady and illegal operations monitoring, according to the Federal Law #115 since the 7th of August, 2001. The System is adjusted to all regulations, set by the respective Russian Government and other state authorities.

An aforementioned monitoring can be accomplished both at Customer agreement level (stop-lists registration and use) and at operational level (each operation can be provided with the stop-list check stage and additional money incomes check stage). The System can compare to stop-lists not only customer records but their contractor records as well.

Based on the results of monitoring procedures CEM (Compulsory Electronic Messages) are formed accumulating information about the operations, which had failed to pass the check. A corresponding report can be configured and printed through the System.

 

Access permissions

Access permissions can be registered separately for each existing work place and for each existing operator of the 3CR via restrictions to work with the certain subset of the System objects. Those objects are called ‘restriction objects’ in the 3CR technology. Restriction objects are divided into two groups:

  • Standard limitation objects
    • Template operation;
    • Template operation stage;
    • Template agreement;
  • Registered access permission groups

 For each operator a bunch of roles can be registered with the pre-set list of permissions. The set of operator permissions is the combination of the subsets of its role permissions. Additional restrictions can be combined through unification of the System objects into access permission groups. For example, each Customer can be referred to the group of ‘Common customers’ or to the group of ‘VIP-customers’ with different access permissions for different operators.

Through the registration of access permissions and restriction objects a separated access to the certain accounts, their groups and their types can be accomplished in the System.  

Openness



The System is delivered with the detailed description of its database structure and with open codes of its Pl/SQL packages, allowing employees of the bank to make their own queries directly to the database and to create specific reports with the help of the Crystal Reports automated constructor. Special tools are also provided to construct entirely new stages and operation with the help of standard 3CR functions and procedures without additional programming.

Operators can fully and flexibly control the performance of the System by adding new and editing existing bank products, scales of rates and charges, interest rates, report types etc.

The 3CR provides the Bank with individual configurations of technological processes for client services with their further support.

Front-End approach

The System allows of an automation of business processes in front-office processing units. A built-in operational workflow provides necessary configuration of client chains support; the process can involve various working places in a framework of the System. Outgoing documents’ status mechanism is also supported in the 3CR. In particular, with the help of aforementioned mechanism a number of useful functionalities can be defined and realized in the System, including: cash and currency exchange operations, valuables and stock control, transfers of assets without account opening and other. Simultaneously DBMS data are automatically fixed with the possibility of their further export to the external system.

It is also possible to subscribe an external system to the events in the 3CR, allowing the latter to inform an external system about the event both on- and offline. A clear example of such an option can be found in money transfers without account opening. By using such a mechanism one can achieve instant transfer and its display in external systems.

 


BASIC FUNCTIONALITY

General Ledger

General Ledger (GL) module is a tool providing links between GL account entries and all of the correspondent contracts, transactions, documents and subsidiary ledger entries. General Ledger supports a number of charts of accounts. Each Chart of Accounts can be of different structure with any number of hierarchy levels. Historical information is maintained for all accounts. Account code length may be up to 120 characters.

Client accounting

This module is responsible for handling of Client Information File and client accounts, and LORO and NOSTRO accounts as well.

For each client there is lot of data stored in the System including economics sphere, seal and signature specimens, client affiliate information etc. Bank's staff itself can add any kind of supplementary client information if necessary.

Both centralized and decentralized modes of handling clients and accounts are available for banks with branches.

Loans

This module manages loan agreements including credit lines on investment credits, loans to the state and commercial organizations, and physical persons.

The module provides powerful facilities for generation of any kind of repayment schedules. There are various types of initial repayment schedules: by equal parts (annuity); uniformly, principal and interest in equal periods; the same with different periods; non-uniformly; subject to grace periods. It is possible to modify the repayment schedule before the loan agreement comes into effect. Interest recalculation during correction is performed automatically. Modification of repayment schedule for contract in force is possible only for non-executed items.

Transfers (including those without account opening)

This module is designed to support different types of money orders provided by clients. Both international, domestic and bank internal (between branches via head office) money transfers are available in favor of natural and juridical persons.

International transfers can be sent in any currency. Funds conversion application is generated automatically if necessary.

Money orders can be done with or without account opening. For money orders without account opening deposits are provided in cash or by plastic cards. Incoming payments can be posted to client accounts or paid off to recipient in cash. Transfers to be paid off in cash contain all necessary information for recipient identification in branch where cash will be paid off. Such transfers can be paid off in any branch on recipient's choice.

Money transfers without account opening

This sub-module is set to automate an overall work for transfer of assets without account opening. The following functional capabilities are provided:

  • Transfers performance both in the context of open deposit contracts and without account opening;
  • Performing both the proprietary bank transfers and those carried out with the use of specialized transfer systems (Western Union and others);
  • Description and setup of transfer execution schemes;
  • Automatic charge of commissions;
  • Configuration of different documents formation schemes.
Payments

The module enables collection of following payments from natural persons: payments to budget, pension dues, payments for services rendered to population by public utilities, communication operators and other service providers. Client payments are provided by means of accounts debit. Non-client payments from any natural person are provided by cash or by plastic cards.

The module handles templates of typical payments which enable to speed up client service. Prompt and convenient input of payments is supplied.

The bills from service providers can be input into the System. These bills can be used later on while collection of utility payments. For new service providers and new payment types bill formats can be adjusted individually. The module performs consolidation of collected utility payments in view of service providers and money remittance to providers with generation of payment orders.

Correspondent banking

The following external payment systems are supported: the Central bank payment system, clearing houses, correspondent banks, with mutual correspondent relations. The module provides for a flexible adjustment of interface rules with different external payment systems. Automatic reconciliation of correspondent accounts using statements and confirmations is provided for each payment system. The sheets of correspondent accounts discrepancies are generated.

Processing of incoming, outgoing and transit international payment messages of all prescribed formats are provided. SWIFT and TELEX channels are supported. Automatic generation of LORO accounts statements, and automatic reconciliation of NOSTRO accounts is available.

Cash services and valuables control

The unified Cash Unit is a huge 3CR module, which supports a great deal of cash and exchange operations, valuables control and accounting both in operational offices and the stock, and cash collection procedures. Different types of cash departments can be registered with the Cash Unit such as cash offices (in head or branch division), exchange offices, stocks, cash collectors’ lists, and others.

Being a complicated module Cash unit can be divided into several cross-lapping sub-modules.  

Cash office

This sub-module is designed to provide transactions referred to teller's services for clients and money vault operations.

The module can operate with a) cash in local and foreign currencies – bank notes and coins separately, including memorable and jubilee coins, as well as precious metals coins, b) gold ingots, c) valuables including: travel and commercial cheques, plastic cards, PIN-envelopes, plastic cards held by ATMs, other valuables.

Client services are: cash receipt from clients for crediting of current account or deposit, sending of transfer, crediting of plastic card, repayment of loan, purchase of valuables; receipt of non-payable bank notes for collection; giving of cash to clients; transactions referred to plastic cards: receipt of applications, issue of plastic cards, issue of PIN-envelopes.

Exchange office

This sub-module allows automating of exchange operations with currency in cash, payment documents and bank cards in a bank's exchange offices and front offices, to form financial documents on the specified operations and the necessary accounting. Automation and accounting of the following operations is performed:

  • Currency purchase and sale for roubles;
  • Currency conversion;
  • Cheques purchase and sale for currency and roubles;
  • Currency exchange;
  • Receipt and issuance of currency and cheques for collection;
  • Receipt and issuance of monetary notes cheques for examination;
  • Purchase of insolvent monetary notes for rubles;
  • Insolvent monetary notes exchange for roubles and currency;
  • Receipt and issuance of cash over bank cards;
  • Sizing up and formation of collective documents.

Valuables control

This sub-module provides full-scaled valuables control and operational support for valuables charges and receipts, their inside-bank relocation and stock control as well. According to the 3CR valuables control technology, all cash operations can also be accomplished in this module.

The System provides control of different types of valuables. The list of valuables can be configured by the Bank’s employees themselves. Each valuable type to register must be related to one of the pre-designed valuable templates, which includes: cash and currency; payment documents in currency (Thomas Cook travel cheques, American Express travel cheques and other); gold, silver and other precious metals’ ingots; bank cards, memo slips, seals, collection bags , memorable coins and other.

A number of operations with valuables is realized in the 3CR, including: valuable types and statuses registration; valuable registers configuration; valuables receipt from and issue for an external client; valuables intrinsic bank relocation; accounting type changes; stock valuable status changes; stock existence verification; purchase and sale of valuables; valuables exchange; report builder support.

Cash collection

Cash collection sub-module is specifically designed to support operations over cash collections of juridical persons, which are based on agreements, signed between the Bank and external organizations.

In a framework of this service the following set of procedures is automated:

  • Accounting for various types of juridical persons (organizations), which are supported by the cash collection department, including requisites definition and client agreement specification;
  • Accounting for quantities and numbers of collection bags;
  • Cash receipt schedule building;
  • Attendance cards formation and accounting;
  • Accounting books and forwarding registers maintenance and other related documentation formation;
  • Schedule and route for cash collectors’ arrival registration and control;
  • Collectors’ lists accounting and power distribution decoding;
  • Crediting client (organization) accounts according to the re-counting data;
  • Fee calculation and charging from client’s accounts;
  • Full-scaled reporting;
  • Accounting for all operations with the further export to core banking system.

Settlement Account and Cash Service Module

This sub-module manages the processing of various types of banking documents, including: payment orders in rubles and foreign currency, cash-desk, conversion, memo slips, off-balance and urgent documents.

It also allows of the conduction of ruble settlements through the settlement network of the Bank of Russia, foreign currency settlements through the SWIFT network, and also settlements with the use of correspondent accounts opened in other banks.

Commissions from clients for operations conducted can be calculated and charged. Flexible configuration of the conditions for charging commissions for various operations for various service contracts is realized in the System.

The module supports formation of accounting reports in accordance with the requirements of the Central Bank of Russia.
